On July 21, the legislative affairs office of the state council issued the draft regulation on cooperation between government and social capital in infrastructure and public services, which provides top-level design and standardized management of cooperation between government and social capital in legal form. Therefore, PPP projects will be further standardized and accelerated in the future.
From the point of view of construction enterprises, the reason why we must follow the PPP development mode is the result of the situation.
Demand has changed fundamentally. According to statistics, there are more than 80,000 construction enterprises in China, most of which are small and medium-sized enterprises mainly engaged in construction. These enterprises are based on the continuous growth of the total amount of housing construction business under the rapid urbanization. However, in the new era, the total amount of housing construction business has shrunk significantly, and these enterprises have been struggling in the past few years. At the same time, the infrastructure construction market blowout is an indisputable fact. According to the country's 13th five-year plan, investment in infrastructure will only increase, not decrease, in the coming years. This trend determines that the business direction of the construction industry has undergone a fundamental change. In the future, the top-down resource allocation of enterprises should be reasonably arranged around this change.
The state is encouraging construction enterprises to become bigger and stronger. "Opinions" pointed out that China's construction industry is still facing the reality of "big but not strong", so to build the "China build" brand, there must be a number of leading enterprises in the scale, brand and other aspects have a certain influence. At present, the state is vigorously promoting the general contracting mode of development, encouraging enterprises to take the road of integrated development of design and construction.
