The reform of the construction industry has stepped into an accelerated stage
Just after the middle of 2017, colleagues in the industry began to realize that the development ecology of the construction industry was changing. This change, on the one hand, comes from the policy, on the other hand comes from the conscious action of the enterprise. It can be said that since the ministry of housing and urban-rural development issued the opinions on promoting the development and reform of the construction industry in 2014, the construction industry has essentially entered a new stage of systematic reform. However, the superposition effect of the new normal of the economy and the decline of the development speed of the construction industry led to the divergence of the attitude of industrial enterprises towards the reform, which also led to the divergence of the strategic choice and development path of industrial enterprises in the following years.
To some extent, 2017 was a year of "rectifying" errant construction companies. Grasp the overall trend of the industry development in 2017, the enterprise's future development prospects are still broad.
See the situation clearly: the reform has entered the stage of substantive implementationThe important impact of 2017 on the construction industry can be seen from both policy and economic aspects.
Policy. In February 2017, the general office of the state council issued the opinions on promoting the sustainable and healthy development of the construction industry (hereinafter referred to as the opinions), taking the "top-level design" of the state as the "name" of the construction industry. "Opinion" importance, believe the personage inside course of study already understood. However, some experts pointed out that if the opinions are compared with the opinions on promoting the development and reform of the construction industry released by the ministry of housing and urban-rural development in 2014, it can be seen that the opinions are an extension of the document. From 2014 to 2017, the direction and path of deepening the reform of the construction industry were gradually clear. At this time, the state issued the opinions, and its intention to strongly promote the reform of the construction industry was obvious. It also sends a strong message to companies that have been hesitant to make the transition in recent years: do not change, you will die.
In April 2017, the ministry of housing and urban-rural development issued the 13th five-year plan for the development of the construction industry (hereinafter referred to as the plan), which sorted out the reform priorities of the construction industry during the 13th five-year plan period. For example, in the "planning" interpretation, the ministry of housing and urban-rural development, the former director of the department of construction market supervision wu huijuan, believes that in the future, the construction organization framework system, the main responsibility will be divided into three aspects: one is the owner of the construction unit, the primary responsibility; Second, the general contracting units of the project, the overall responsibility, the contract is no longer divided, the general contracting enterprises will get rapid development; Third, the whole process of engineering consulting service enterprises, no longer fragmented, this kind of enterprises will rise. With the further strengthening of "administration, regulation and service", the plan will be further promoted, and will surely have a far-reaching impact on enterprises in the industry.
Economics. At the end of July, the national bureau of statistics released statistics on the national economic and social development in the first half of 2017. Investment in fixed assets (excluding rural households) reached 2.80605 trillion yuan, up 8.6% year on year. In the first half of this year, the total output value of China's construction industry reached 8.5871 trillion yuan, up 10.9% year on year. The construction area of houses in China's construction industry was 9.7 billion square meters, up 3.5% year on year. Housing construction area of 6923.26 million square meters, up 3.4% year on year; New housing starts totaled 857.2 million square meters, up 10.6 percent year on year.
This shows that since the achievement of 19.35 trillion yuan of gross output value and 4.95 trillion yuan of added value in 2016, the development of the construction industry in China has seen another blowout, and the construction industry has come out of the low point of development in 2015. This undisputed fact proves that companies that have been gradually shrinking their battle lines in previous years may have erred in their decision-making.
The construction industry is extremely sensitive to the changes of policy and market, which requires enterprises to pay close attention to the dynamics of all sectors and recognize the development direction.
Focus on the direction: build the resource allocation system with PPP mode as the coreBelow the premise of industry situation anacreontic, how should construction enterprise lay out? Experts believe that from the strategic level, the PPP model will still be the industry must be committed to the focus.
At the end of may this year, the Ministry of Finance, National Development and Reform Commission, the Chinese Ministry of Justice, the People's Bank of China, the China banking regulatory commission and China Securities Regulatory Commission (CSRC) six departments jointly issued "on resolutely put a stop to the name of the local government purchase services illegal financing notice (hereinafter referred to as the" notice "), defined the direction of the government purchasing service reform, scope of implementation, budget management and information disclosure, it is forbidden to illegal borrowing in the name of the government purchasing service. "Notice" after the release, many people think that the construction industry PPP model will gradually decline. But in fact, industry experts believe that the purpose and function of the notice is to regulate the development of PPP projects and let the government do "real PPP" and social capital do "real PPP". On July 5, the executive meeting of the state council laid out plans to further deepen the reform of the investment and financing system, proposing to further focus on the unreasonable restrictions on investment entities, and to "provide more high-quality assets and introduce various types of investment through the mode of government-social capital cooperation". On July 21, the legislative affairs office of the state council issued the draft regulation on cooperation between government and social capital in infrastructure and public services, which provides top-level design and standardized management of cooperation between government and social capital in legal form. Therefore, PPP projects will be further standardized and accelerated in the future.
From the point of view of construction enterprises, the reason why we must follow the PPP development mode is the result of the situation.
Demand has changed fundamentally. According to statistics, there are more than 80,000 construction enterprises in China, most of which are small and medium-sized enterprises mainly engaged in construction. These enterprises are based on the continuous growth of the total amount of housing construction business under the rapid urbanization. However, in the new era, the total amount of housing construction business has shrunk significantly, and these enterprises have been struggling in the past few years. At the same time, the infrastructure construction market blowout is an indisputable fact. According to the country's 13th five-year plan, investment in infrastructure will only increase, not decrease, in the coming years. This trend determines that the business direction of the construction industry has undergone a fundamental change. In the future, the top-down resource allocation of enterprises should be reasonably arranged around this change.
The state is encouraging construction enterprises to become bigger and stronger. "Opinions" pointed out that China's construction industry is still facing the reality of "big but not strong", so to build the "China build" brand, there must be a number of leading enterprises in the scale, brand and other aspects have a certain influence. At present, the state is vigorously promoting the general contracting mode of development, encouraging enterprises to take the road of integrated development of design and construction. And this mode, basically speaking, is a scaled down version of the PPP mode. This also verified wu huijuan's judgment from one side.
In fact, it can be seen from the qualification reform of the construction industry in recent years that, under the general situation of "diluting enterprise qualification", the enthusiasm of enterprises to apply for the addition of special grade qualification is increasing, and the number of "double special grade" and "three special grade" enterprises is growing rapidly. This shows that enterprises with strength are responding to the needs of the country and the market with practical actions.
In the second half of 2017, various reform policies are being introduced by state and industry authorities. These policies, with the opinions as the outline, are in the general direction of "marketization, standardization and rule of law". If the period from 2014 to 2017 is the combing stage of the construction industry reform, then in the next few years, the industry reform will truly enter the landing stage.
